It is possible that this might best be

done by getting one or two influenti al

members of each of the principal

Universities to take a special interest

in this question, with a view to their

encouraging a certain number of picked

undergraduates in each year to apply

for these appointments when they take

their degrees. It would be necessary

to supply such individuals, or informal

Committees, with good first-hand

information as to local conditions and

life in the Education Department.
